The Johns Hopkins Health System Corporation (JHHS) and The Johns Hopkins University (JHU) are committed to the free and open expression of ideas. JHHS and JHU encourage employees to be engaged civically and to participate in the electoral process at all levels: local, state, and federal. Federal law, however, provides that a tax-exempt organization like JHHS and JHU may not themselves "participate in, or intervene in (including the publishing or distributing of statements), any political campaign on behalf of (or in opposition to) any candidate for public office."

The JHHS campaign activity guidelines for Health System employees and the JHU campaign activity guidelines for university employees provide practical guidance to members of our community on complying with university policy and IRS requirements.
